Providing Legal Framework for the Innovative Development of the

National Academy of Legal Sciences of Ukraine

The Institute is the state research establishment within the structure of the National Academy of Legal Sciences of Ukraine.

The Scientific Research Institute of Providing Legal Framework for the Innovative Development (hereinafter – the Institute, https://ndipzir.org.ua) was established according to the Resolution of the Cabinet of Ministers of Ukraine № 217 of 2 March 2010.

The main Research Directions are:

1. Carry out scientific, scientific and legal research and preparing findings in the law field.

2. Carry out fundamental and applied scientific researches in the field of law and innovative activity.

3. Participation in the development of projects including: conceptual, laws and other regulatory and legal acts as well as legislative drafting.

4. Carry out expertise for investment and innovative projects according to the legislation in force of Ukraine.

5. Hold Workshops and conferences.

6. Organise International scientific and technical cooperation and collaboration.

7. Conduct legal audit in relation with economic law according to the legislation in force of Ukraine.

8. Scientific and academic publishing. Journals issued by the Institute:
Paper edition “Law and innovations”;
Digital edition “Law and innovative society”.
Both editions are included into the list of scientific professional publications of Ukraine.

9. Provide legal information, advisories and other services to legal entities and physical persons.

Institute achievements.

We have gained experience in many fields:

1) the first draft of the Innovation Code of Ukraine has been prepared. This codified normative act regulates main types of relations in the scientific and technical and innovative spheres;

2) the Pyatykhatki TechnoPolis Draft Law has been developed. The project aims at creating a specific legal framework for the realization of investment and innovation projects in the Pyatykhatki territory of the Kharkiv city;

3) legal research concerning the implementation of automatic fare collection system (AFCS) for surface passenger transport in Kyiv has been performed;

4) the Technology Transfer Draft Law has been developed. This Act provides a mechanism for cooperative research and the development of partnerships. This means new opportunities to transfer technologies into the marketplace, and to collaborate on research and development projects with outside entities, such as industry, consortia, academia, trade associations, and state and local agencies;

5) the Special Legal Treatment of Investment and Innovative Activity Based on Principle of Subsidiarity Draft Law has been developed by the Institute’s team on the request of the Federation of Employers of Ukraine.
